The State UBI report does not factor in the state apportioned UBI into the total state UBI. The total UBI is currently only reflecting the state allocated UBI. Is it possible to include the state apportioned UBI in the total state UBI calculation?

We don't need to add manually in the report to get state UBI. It will reduce the user's additional work.
