Add Engagement Code filter

We need to add an engagement code filter to the dashboard and basic client info. It is only in the Account Management side.

This will help internal users be able to distinguish to ensure they are working on the right client and admin users e-filing the right clients.

Search by name and engagement code from the dashboard. Show the engagement code on the dashboard by the name. Show the engagement code in Basic Info in the client.
