Part VII - HCE over 5 should be suppressed

Part VII only allows for the reporting of up to 5 HCE. To the extent additional HCE are being tracked in Part VII, the system should automatically suppress reporting.

Part VII and Schedule J logic already suppresses former individuals that do not meet the former reporting rules and on Sch J, individuals not meeting the reporting criteria already get suppressed. Similarly, the system should know that anyone marked as a HCE beyond the top 5 should be suppressed.
