Misleading Diagnostic

See attached for the diagnostic which is misleading and often times incorrect. More often than not, the count of people in Part VII with compensation >$100k will not agree to the count on Part VII, Line 2. And the instructions tell us to include those individuals reported and not reported on Part VII in the count on line 2:

It would make sense to provide a flag if the count on Part VII, Line 2 was less than the number of individuals reported in Part VII. Rather than calling out if they aren't in agreement.
