Either 1) automatically add the federal return to states requiring copies of the federal return, or 2) create a toggle screen that will allow users to specify what states you want to attach a copy of the federal return to. This could be achieved in a table input screen with states as the rows and have the various federal forms as columns with check boxes. "Printing with federal attachment" could be a separate print option under print options in the state module.
