CTRAC - Basic client data: foreign telephone number

For basic client data (and books in care of), there is currently the option to choose if it's a "foreign or US" address to allow for different formatting but that option is not available for the client's telephone number. So if the client's foreign telephone number doesn't happen to match US-formatting, it can't be entered correctly.

By adding US/Foreign radio buttons like the address currently has. Then if the foreign radio button is selected, the formatting restrictions would be removed to allow for the additional characters.
