Add New Diagnostic for 990PF Business Rule, Part XV should reconcile to Part I

This rule is in the 990-PF instructions: Instructions for Form 990-PF (2022) | Internal Revenue Service (irs.gov)

Please see the “Comparing Part XV-A with Part I” section below. There are several values that need to match.

If Part XV does not reconcile to Part I in the system, this does not trigger a diagnostic or validation error. In fact, Part XV could be completely blank and the system would not catch the error.
